Introduction
Three decades ago, Dr Julian Tudor-Hart, a GP working in the south
Wales coal mining towns, developed the inverse care law. This
states that "the availability of good medical care tends to vary
inversely with the need for it in the population served." This
Equity Audit of Heart Health in Wirral demonstrates that thirty
years on, for many people the inverse care law still applies and
that strenuous efforts across a range of activities and involving
many different agencies will be needed to redress the balance.
Wirral Health and Social Care Partnership must therefore, consider
how to take this work forward.
Finally, I would like to thank Dr Divine Nzoubontane who, almost
single-handedly, developed the approach and produced the initial
report and Dr Alison Rylands who supervised the overall project.
