SO WHAT IS KSF?
Knowledge and Skills Framework (KSF)
Overview
The NHS KSF grew out of the Career
and Pay Progression strand of the Agenda for Change.
Its purpose is to support the development of individuals
in their work and in the post they currently hold, to
support individual career progression throughout their
working lives and to facilitate the development of services
so that they better meet the needs of patients and the
public.
The KSF is about the application of
knowledge and skills - not about the specific
knowledge and skills that individuals need to possess.
As a generic framework it is designed to be applicable
and transferable across the NHS. It is designed to be
simple so that everyone who works in the service can
see themselves in the framework and can see how it relates
to them. The KSF does not seek to describe what people
are like or the particular attributes they have. It
focuses on how people need to apply their knowledge
and skills to meet the demands of work in the NHS. The
KSF does not determine job weight or affect the pay
band that jobs are placed on - that is the purpose
of the job evaluation system. What it supports is people’s
development within the pay band at two points of pay
progression:
- The foundation gateway within one
year of being appointed to a pay band (checking that
individuals can meet the basic demands of their post)
- The second gateway which is placed
towards the top of a pay band (when there is confirmation
that individuals are meeting the full demands of their
post)
There are 24 specific dimensions for all posts .
The Trust will be setting up KSF briefing
sessions for staff plus providing information leaflets.
There are 20 staff including staff-side representatives
currently undertaking KSF training. This group will
then support delivering KSF training to all managers
who appraise staff in order that they know how to draw
up KSF outlines against job descriptions and guide staff
in understanding the KSF outlines. The training is due
to start towards the end of November 2004.
